It's a pirate costume. In other pictures, you can see alittle pink skull head on the skirt.

Good lord...she can't even wear a pirate costume right! I had the same exact one for last yr and it looks like she used the pink ribbons as a halter tied around her neck to hike her dress up more. It's supposed to be a black ribbon to tie the halter up (that comes from the dress) but you can sorta see she tied it up in a bow at the back.

we sold so many of those costumes where i work, it's the pirate wench, but she is wearing it ALL wrong, i never thought i'd see it worn so...Ewww...
